It wasn't an announcement he made, but Lockon figured it was best to provide where provisions were needed. He talked to his boss, and the man agreed--if there was going to be a beach for a limited time, they needed to set it up to the best of their ability. After all, the government was restrictive, and though the beach itself was a bit of a miracle, it was likely that it would change soon enough. As it was, he heard word that many of the people from the other part of town were going to check it out. Babylon was a world without a beach--it was a world where a beach was a fictional aspect, lost in the time of a war long passed. The fact that some of the "fictional" individuals knew what a beach was, but many of the others didn't saddened him, but it also made him know that they needed to enjoy it even more.

He ran a hand back through his hair as he pushed the cart from Swayze's all the way to the beach. It held enough for the night--food, beers, ice, and anything else that might be asked for, and had a little thing on top to make it possible to make more food if needed. It wasn't much, but at least people could stop by and grab something before going off with their friends. As for him, once he got to the strangely and suddenly beached area, he set up his cart, pulled the chair off that was dangling at its side, and plopped down in it.
